Yes - in exceptional circumstances such as you are a regular business traveller who often needs to submit your passport to apply for visas, but needs to travel whilst these are being processed. If you meet this criterion (each application will be treated on a case-by-case basis) you should complete an application form in the usual way, (Please see "Renewing your passport" for more information) submit your existing passport together with a letter from your employer confirming the requirement for a second passport.
