'The Right Honourable' (the Rt Hon) is the form of address for people holding the following titles or offices: peers and peeresses below the rank of marquess or marchioness, Privy Counsellors and some Lord Mayors. All Cabinet Ministers are Privy Counsellors, ie members of the Privy Council, which is the private council of the Sovereign.
